UNOA Special Recognition Awards and Citations
Law enforcement is hard work and sometimes we may become discouraged by indications that our hard work is not appreciated. The Utah Narcotic Officers Association believes that drug law enforcement presents some of the greatest personal and professional challenges a peace officer can face. To ensure that these efforts do not go unrecognized, special UNOA Awards and Citations are presented to selected recipients at the annual conference.
How do I Nominate an Officer?
To nominate an officer please fill out the Awards Nomination Form. Forms need to be received before June 30th, prior to the annual conference. Before filling out the form, please review the attached letter to the Task Force Commanders regarding awards.
Awards Available for Nomination:
CITATION OF HONOR
This award is given to individual peace officers who have made outstanding contributions in the area of drug abuse or drug law enforcement.
COMMENDATION AWARD
To be presented to individuals other than peace officers who have contributed substantially to narcotic enforcement.
SPECIAL AGENCY AWARD
Special awards will be presented to an agency or individual administrator for special accomplishments attained within that agency.

THE ROBERT B. HUTCHINGS OFFICER OF THE YEAR AWARD
The Officer of the Year Award is presented annually to a member of the Utah Narcotic Officers Association in recognition of his/her exemplary performance in a hazardous or life-threatening situation. Award nominees have gone above and beyond in the line of duty, by demonstrating extraordinary bravery, dedication, and innovation to the eradication of the illegal use, possession, manufacturing, or sale of controlled substances in the State of Utah.
It honors Robert B. Hutchings, an agent with the Utah Narcotic and Liquor-Law Enforcement Bureau, who was shot and killed in 1976 while making entry to execute a narcotic search warrant. Officer Hutchings was the first narcotic agent killed in the line of duty.
